Damon gave you a big hint. What does the word federal mean? Which of your answer choices indicate "federal?" Also --- be sure to read the question very carefully.
The answer is c, because in the first amendment on it all depends on the amendments so if you follow the first amendment than you would know about the federation.

Well if it is federal then it is probably one of the answers that say federation, and in a federation states are self-governing but it is all under the final decision of a central federal government so I think the answer is C.
