a) Plug in t = 4.3 s and you get
y = 5.35/[4.95 + (6.55x+9.245)^2]
The maximum displacement is where the denominator is zero, and is
ymax = 5.35/4.95 = 1.08

b) The crest of the wave moves such that 6.55 x +2.15t remains zero
dx/dt = wave speed = -2.15/6.55
= -0.328 cm/s
