The earth-moon distance is 22*10^4 miles
The earth-Neptune distance is 22*10^7 miles
The numbers tell you which is farther away. For the "number of times", divide the larger number by the smaller number.
Using mean distances, the mean earth-moon distance is ~239x10^3 miles.

The mean distance of the earth to the sun is ~93x10^6 miles.

The mean distance of neptune from the sun is 2,790x10^6 miles.

Therefore, the mean earth-neptune distance could be 2,696x10^6 miles when they are both on the same side of the sun or 2,883x10^6 miles when they are on opposite sides of the sun.
