I assume that is 284,000 ppm w/w. It could be w/v; w/w; v/v.
1 ppm w/w = 1 mg/kg. That's a good factor to remember.
So you have 28,000 mg/1000 g solution.
28,000 mg x (100 g/1000 g) = 2800 mg/100 g solution and that's 2.800 grams of solute.
