is BaO barium oxide a precipitate? or if I combine MgO with Ba(NO3), will I get BaO and is this a solid?

BaO is barium oxide. It is soluble in water forming Ba(OH)2 just as MgO is somewhat soluble in water forming Mg(OH)2.
I don't think you will see a reaction between MgO and Ba(NO3)2.
