1st equation:
y = (-1/4)x + 10 -----> slope = -1/4
2nd equation:
-2x + 8y = 6
8y = 2x + 6
y = (2/8)x + 6/8
y = (1/4)x + 2/3 ----> slope = 1/4
so the lines are neither parallel , nor perpendicular.
