The topic is important because the lack of available volunteers puts everyone at risk, as it affects the ability to respond to emergencies and ensure community safety.

The writer tries to grab the reader's attention by highlighting the fact that volunteer fire companies across the nation are finding it hard to stay open and that the number of volunteer firefighters is at its lowest ever recorded.
