Use this model to approximate the percentage of spam in the year 2006 to the nearest tenth of a percent.

You have not shown "the model" or any data upon which to make a prediction. I suspect that there was more to that question.
Sorry... the function is:

P = 11 + 44 1n x
2006 is x =4 years after 2002

P = 11 + 44 ln 4 = 72.0%

The formula cannot work for many more years since P cannot exceed 100
