It is a matter of change of units.
10 metres/second
= 10 metres *60 / 60 seconds
= 600 metres / 1 minute
= 600*60 metres / 60 minutes
= 36000 metres / 1 hour
= 36 km / 1 hour
= 35 km/hr.

Here is the same procedure for 1 ms (1/1000 second)
10 metres / second
= (10/1000) metre / (1 second/1000)
= 0.01 metre / 1 millisecond
= 1 centimetre / 1 millisecond
= 1 cm/ms
