The VBS Mutual Bank scandal was a significant financial crisis in South Africa involving widespread corruption and mismanagement, leading to the bank's insolvency in 2018. Founded in 1982 as the Venda Building Society and transitioning to a mutual bank by 1992, VBS served around 30,000 depositors, primarily from impoverished communities in Limpopo, including burial societies and stokvels.
The crisis escalated when the South African Reserve Bank (SARB) placed VBS under curatorship in March 2018 due to liquidity issues stemming from mismanagement and corruption. The situation worsened when municipalities were instructed to withdraw their deposits, leading to a liquidity crisis. In November 2018, the bank was officially liquidated, with losses estimated at R2 billion impacting numerous local stakeholders, particularly in the funeral and savings sectors.
Investigations uncovered severe financial misconduct, with a SARB report revealing that nearly R1.9 billion had been looted between 2015 and 2018, implicating several high-profile individuals, including members of the African National Congress (ANC), the Economic Freedom Fighters (EFF), and former President Jacob Zuma, who had defaulted on a significant loan from the bank.
Legal proceedings ensued against various individuals associated with the bank, including arrests of senior executives and those linked to auditing firm KPMG, which faced lawsuits from the bank's liquidators for failing to conduct proper audits. In July 2024, former chairperson Tshifhiwa Matodzi was sentenced to 15 years in prison for his role in the corruption.
Subsequent investigations revealed payments to political figures and party members, with ongoing legal scrutiny and lawsuits directed at KPMG for its auditing practices. By October 2023, the Parliamentary Ethics Committee found evidence of funds linked to the EFF's Floyd Shivambu but cleared EFF leader Julius Malema of direct wrongdoing. This complex scandal illustrated the intersection of corporate corruption, political misdeeds, and its devastating impact on vulnerable communities.
