For example, if you went to a strength test facility, and found you could not lift more than 300 lbs, it's still quite possible that in an extremely stressful situation you could find it possible to exceed that "100%" maximum.

Following Steve's explanation, you can also have an increase by over 100%. For example, a price could increase by 200% - if the original price was $200 and then doubled to $400. This is possible because the original price was $200 - so 100% of the price is $200. When it doubles, so does the percentage - as an increase of 200%.
