Why do you call this a fractional equation ?
I see no fraction in the equation.

3[2x-(x+7)]=5(x-3)
3[x-7] = 5x - 15
3x - 21 = 5x - 15
-2x = 6
x = -3

check: if x = -3
LS = [3(-6 - 4]
= 3[-10]
= -30
RS = 5(-6) = -30
= LS

my solution is correct.
