"Hetero" means different, so "Heterozygous" refers to a genotype that has different alleles, one dominant and one recessive. This is why they "carry" the recessive gene; it's present, but the dominant allele masks its effect.
So they are both heterozygous for tasting PTC. Sometimes this is called, "Carrying the recessive gene."
