when dividing, just subtract exponents

4^4/4^6 = 4^(4-6) = 4^-2 = 1/16

or, you could look at it as

4^4/4^6 = 4^4/((4^4)(4^2))
now the 4^4 cancels, leaving
1/4^2 = 1/16
(4^6)(4^3)
