Distribute the (x+3)(x+5)/(3x+13)

2(x+3)/(3x+13)+4(x+5)/(3x+13)

They have the same denominator, so you can add them:
(2(x+3)+4(x+5))/(3x+13)

Simplify the numerator:
(2x+6+4x+20)/(3x+13)
(6x+26)/(3x+13)

Divide by (3x+13):
