An international education initiative, known as global competence, was first noted in 1988 in a report published by the Council on International Education Exchange. Higher education institutions were enjoined to send students on exchange programs to universities abroad where Americans are not the majority population and where English is not the dominant language.
Educational scholars have proposed definitions for the term global competence and postulates regarding the required knowledge, skills and attitudes and experiences necessary to become globally competent. Cross-cultural awareness and interaction, familiarity with an environment, intercultural facility, effective two-way communication, interconnectedness of people and systems, acceptance of the different cultural values and attitudes are integral components of global competence.
