If a person uses a colored pencil, do we have to say, "He is drawing a picture with a colored pencils. or He is painting a picture with a colored pencil." ? Drawing is usually done with pencil, pen, charcoal -- something that produces a line and can be used for shading, too. Painting is done with oil paints, acrylic paints, watercolors.

You need to say, "Is he writing with a blue pen?" You can add "gel" if you wish, but you don't need to add "ink" since that's what a pen does -- makes lines with ink.

colored pencils, colored pens, fountain pens,.................
Those are correct; you can also add charcoal, brushes, palette knife ( http://www.answers.com/topic/palette-knife ), paint rollers, and others.
