because they do not contain free ions that are able to carry electric charge. When dissolved in water, salt dissociates into its ions (sodium and chloride) which are able to conduct electricity. Similarly, impurities in water can provide ions that allow for conductivity. However, when water and salt are pure, they lack these ions and are therefore ineffective conductors of electricity.
