Project U onto V. U=(4,2) V=(1,-2)

?? Is there a formula for this?

In general
the projection of U onto V is:

(U dot V)/|V|
= (4,2)dot(1,-2)/|V|
= (4-4)/√5
= 0/√5
= 0

makes sense, since the 2 vectors are orthogonal, that is, they form a 90° angle with each other
(their dot product is zero)
