It might also mean that he has already gone to bed but is not yet asleep. Of the choices you list, the second is best.

(Does this mean that he was sleeping and he is sleeping? Or does this mean that he went to his room to sleep....and we don't know whether he is sleeping or not?)

It probably means he's still sleeping.
