(Is 'right' the same as 'just'?)

1 and 2 mean the same thing, yes.

3 and 4 mean the same thing, too.

You can use past tense in the third sentence if you wish, but it's not necessary.
1, 2, 3, 4. Yes

"Was" better than "is," because planning was done previously.
