That would be 0.00000005 (seven zeroes after the decimal point) in decimal form. Do you have some other question about that number?
Most of us would prefer you write that number as 5*10^-8 when typing scientific-notation on this message board.

The negative exponent means that it is the inverse. Thus 10^-1 = 1/10
10^-1 = .1
10^-2 = .01
10^-3 = .001
Continue to 10^-8 and multiply by 5.
