That would probably be a congressional district with boundaries drawn so that the same party is almost certain to win, becasuse of a preponderance of voters being in one party or the other.

Many district boundaries are drawn that way, because of gerrymandering and the power of state legislatures in drawing boundaries, especially in Texas.
