I'm not sure what these questions mean and I have to answer them for homework
¿Qué necesitas para comer en cereal?does this ask what I need to eat cereal-like a spoon , bowl etc?
2. ¿Qué ríes mucho cuándo miras a los payasos?Do you laugh alot when you see clowns?

First of all, your spanish question are wrong (perhaps when you copy them wrogn. I am trying to figure out if someone tells you and you write them wrong), then I do not know if you are trying to say the same thing in your English traslation (I suppose these are correct).

1.- ¿Qué necesitas para comerte un plato con cereal? or ¿Qué necesitas para comerte un cereal?

2.- ¿Te ríes mucho cuándo miras a los payasos?

It is better to use the verb "ver", in the second question (same as see and watch: "ver" and "mirar" or "observar")

so the first question the one related to cereal is not well written.
It should be:
- Que necesitas para comes (los) cereales?
and yes, it is asking you about what tools do you need
same with the second question, it should be:
- Te ries mucho cuando miras qa los payasos?
and your translation is perfect.
i am not adding what you would call tildes since my laptop has a US keybord.
