write the balanced equation.
4Cl2 + PH3 >>> PCl5+ 3HCl

so you need 4 moles of Cl2 for each mole of PCl5.
moles PCl5= 15/(5*massCl+massP)
molesCl2=4*molesPCl5
massCl2= 70*molesCl2
