She received $4.51 in change. Anna said the clerk was incorrect and should have given her $14.51. Who is correct? I need help with this, please help if you can on A and B or any. Please :)

This is hard, Just add $8.99 + $13.99 + $0.75. And for part B, add $4.51 + $14.51, with 10. And type it in with examples. I am actaully not sure, But if you want, you can just try this strategy.
