so it should be
-x+4-9x+3 >= 7(x-2)
-10x+7 >= 7x-14
-10x-7x >= 7x-7x-14
-17x >= -21
-17x/-17 >= -21/-17
x >= 21/17 or x <= 21/17 ??

The correct answer is x ≤ 21/7
When you divide (or multiply) by a negative number, which you did in your second-last line, you have to reverse the inequality sign.
BTW. to get the ≤ sign,
hold down the Alt key, at the same time press 243 on the number pad, then release the Alt key.
try it also with 241,251 and some other values. REAL COOL
