The balloon sticks to the wall because of a process called induction. When you rub the balloon on your hair or a sweater, it picks up extra negative charges (electrons) and becomes negatively charged.
When you bring the balloon close to the wall, the negative charges in the balloon push away the negative charges in the wall. This makes the side of the wall closest to the balloon have fewer negative charges and more positive charges.
Since opposite charges attract, the negative charges on the balloon are attracted to the positive charges that were created in the wall. This attraction makes the balloon stick to the wall!
