My assignment states: Find at least two instances of conflicts between the legal and ethical issues confronting the education of ELL's. For example, some states have ceased funding for bilingual education and may not instruct the ELL's in their native languages. However the issue still remains that schools are responsible for instructing ELL's and those students have to learn English in order to succeed in school. How do schools meet the needs of the ELL's without breaking state law?
*I am not understanding what I am suppose to do. Do I find an ethical issue then a legal issue, for example a court case?

The assignment asks you to find two examples of CONFLICT between ethical and legal issues. The example given shows one instance of a conflict between legal and ethical issues.
So it would be like: legally they are not funding for the teachers to teach in the native languages and ethically they still have to teach those students?
