Of your list -- only lower taxes and higher wages would have helped the poor farmers.
I don't think you understand the conditions the French peasants lived under around 1790.
First -- there were no tractors. Steam-powered tractors weren't invented for almost 100 years. Plows were pulled or pushed by human power. The lucky farmers might have an ox to pull the plow.
The peasants were starving, so education and updated clothing weren't even considered. They had one or two suits of clothing to cover themselves. These poor farmers needed food!
