Jinil had 6 packs of pencils, and each pack was 2/5 full. Laura had 8 packs of pencils, each 1/4 full. Who had more pencils? How many packs more?

it doesn't make sense to me because he has 6 packs and she has 8 so he cant have more
Better to ask how many PENCILS more?
6 * .4 = 2.4 per pack * 6 = ?
8 * 1/4 = 2 per pack * 8 = ?
6 * .4 = 2.4 per pack * 6 = ?
8 * 1/4 = 2 per pack * 8 = ?
This question is so confusing I don't understand it and its driving me nuts.
