the question is

which counting numbers are also whole numbers

i read this part in my book
(the set of whole numbers does not include any numbers less then zero)

so would it mean the numbers 1- 9 that are the whole numbers
The names counting number is not exactly widely used, and agree on what it means.
Most folks would say counting numbers are 0,1,2,3,4,5,..... and whole numbers are 1,2,3,4,5,....

But, I wouldn't make a big issue on the distinction, as many have differing definitions.

There is an entirely, but separate issue, with the number "zero". Don't lose sleep over it.
