Your question does not make sense, especially "I think it is true..".
Torque is specific to axis of rotation, and perpendicular distance to the axis of rotation.
if axis of rotation is a vector, then distance is a vector perpendicular to that axis vector.
Torque= force (a vector) VECTORCROSSPRODUCT distance(a vector).
Is the maximum torque that a given force can exert on an object occurs when the force is applied to the axis of rotation. I think it is true because torque is always specific when it comes to the axis of rotation. Am I correct?
