Is 3x+1 a factor 9x^2-2? How do you know?

No, cannot find the other factor that will give you 9x^2-2. I tried 3x-2, but combine with 3x+1 gives me
9x^2-3x-2.
if 3x+1 is a factor, then x = -1/3 will make 9x^2-2 = 0
Clearly, it does not.
