Your answers in #2 seem right, but then I don't have your text. Again, double-check it to make sure you are clear on the meanings of all these terms.
For #1, my second answer would be B and for #2, I looked back in my text and the only thing I could find is that they often have veto powers.
I think you're right about both. Your text is your best guide, though, since local cities' and towns' organization vary so much across our country.
