In what ways is the Local Council involved in land management? What are they mainly responsible for?

I see from your other question about Murray River that you are probably in Australia.
I know little about Australia, being from Massachusetts in the USA but perhaps look here:
http://en.wikipedia.org/wiki/Local_government_in_Australia
Note particularly :

" .....From the 1970s the emphasis changed to community facilities such as libraries and parks, maintenance of local roads, town planning and development approvals, and local services such as waste disposal. Child care, tourism and urban renewal were also beginning to be part of local governments' role. ....."

urban renewal, town planning and development, parks etc all are about land management.
