In what jurisdiction, state and/or federal, and venue will a driver from Florida sue a driver from Washington who collided with him/her in Oklahoma?

I don't know the answer your text encourages. But as a practical matter, if you want to collect, you better sue in the state he lives, where courts have jurisdiction over his finances.
