if there are x skateboards and y scooters, the fraction is
(1/4 x + 2/3 y)/(x+y)
now, since 1/4 x = 2/3 y, y = 3/8 x
(1/4 x + 1/4 x)/(x + 3/8 x) = (1/2)/(11/8) = 4/11
