And it isn't dramatic because it's like in tom and jerry where jerry has millions of tacks laid down for tom. The public KNOWS that tom is probably gonna run over them, but Tom doesn't know that.

I don't know what institutional is, but I'm quite positive it's meant to mean situation irony.

Situation Irony is like if you had painted fire streaks on your car and later on it actually did catch on fire.
