Somehow you misread the text greatly. After being introduced a bill is given a number and printed.
Did you reread your text as bobpursley told you to? If you did, you should have learned that the order of those four is this:

b. (This may or may not happen, depending on the committee's actions.)
d. (This may or may not happen, depending on whether both the House and the Senate vote to approve the bill.)
