I have done MV=MV (0.3/204.22)(20)=(0.10)(V) and have gotten 0.2938 Which is nowhere close to any of these answers. I don't know what I am doing wrong. Please help.

This is not a dilution problem.
mols KHP = grams/molar mass = ?
mols NaOH = mols KHP
M NaOH = mols NaOH/L NaOH
Solve for L NaOH and convert to mL.
