in a college essay can you use the word "you"? and also can you write some parts of it in monologue form?

It is possible for one to use the word ýou', however, it would be unusual. Frankly, it is presumptious for a writer to tell the reader what to do or think, it is on the same level as pointing a finger at someone when speaking to them. Avoid it. The purpose of the essay is to inform, not make uncomfortable or antagonize. You want the essay read with an open mind.
