I guess you mean the number who study ONLY ICT is 9 less. If that also means that there are 14 more who study ONLY math, then if x study both,
x+14 + x + x-9 = 63
3x = 58

In a class of 63 students, the number of students who study Maths is 14 more than those who study both subjects,the number is students who study ICT is 9 less than those who study both subjects.
