The plate tectonics theory states that the Earth's outer crust is composed of moving plates.
Earthquakes are created as product of continental drift.
Plate tectonics tells us that the lithosphere is broken into a variety of oceanic and continental plates which can slide over the plastic asthenonsphere, which is the uppermost layer of the mantle. The plates are in constant motion. Where they interact, along their margins, earthquakes occur.

The point is that there are two plates colliding in Pakistan/Iran. So, that is where the action is on shock waves.
