the answer was 30.477 years
which means 30 years + .477 of the next year
so I multiplied .477x12 (12 months)
to get 5.7 months
So for 5 months the 1 Billion has not been reached and we need the 6th month.
jan = 1
feb = 2
..
may = 5
june = 6
