im trying to find the cost of development and production of glucose meter such as animal testing and clinical trials. Do you know any sites that will give me some info. I tried google but it didn't help

I don't see why a device for measuring glucose (presumably in blood) would required animal testing or clinical trials. It is a measurement technique, not a treatment. By the way, there are lots of devices that do this already. Some newer ones do not require blood sampling, but require an implanted device, which WILL required FDA approval. http://video.foxnews.com/v/3880671
