clearly 1 = 3 is a false statement, so
there is no solution
(if your two equations are linear, you are looking at two parallel and distinct lines. They will never intersect, or
"they will intersect when 1 = 3" , and when will that be ??

The solution is (1, 3).
The solution is x = 1 and y = 3.
There is no solution.
There are infinitely many solutions.
