i was thinking it was VT=VT and sub in but keep coming out with wrong answer

The V*T product is not constant. You may be thinking of gases, for which V/T is constant and a fixed pressure.

They are asking about liquid ethyl alcohol.

What you need is the coefficient of bulk (volume) thermal expansion of alcohol. It may be somewhere in your assignment, or in a chem/physics handbook you use, and it certainly can be found online. (It is about 10^-3 deg C^-1)

Multiply it by the temperature change (23 C) and the initial volyume to get the CHANGE in volume.
