as you should know, the parabola
y = a(x-h)^2 + k
has vertex at (h,k) and axis x=h.
So, just read them off from your equation. Just be sure to make it fir the format exactly. Your equation is
y = 2(x-(-2)) + (-3), so h = -2 and k = -3
vertex: (-2,-3)
axis: x = -2
