2 is almost fine! Include "was" with "waiting" -- it's the auxiliary verb that makes the participle a whole verb.
Ust posted this question - caught it before I submit exam -

should I use the answer for simple predicate: are waiting

because in the sentence *are* is used instead of *was*?
